Background
1. The Applicant filed his RTI application dt.17.4.08 with the CPIO, BSNL, Farrukhabad. He requested for the certified copies of the following documents:
i) Result of departmental qualifying examination of RSA/TI/WO. U.P.Circle, Lucknow which was conducted in April 1974 i.r.o the applicant.
ii) Consolidated list of selection grade T.O.cadre grade II 2/3 and 1/3 quota for the vacancy of the year 1979 along with the rotation of quota rota rule and model roster system of reservation of SC/ST.
iii) Seniority and promotion list of T.O cadre grade IV BCR 10% w.e.f 24.10.1990 to 12.12.1995 by U.P.Circle, Lucknow and 12.12.1995 to 30.9.02 by SSA, Farrukhabad
iv) Seniority and promotion list of Sr.T.O. general BCR w.e.f 24.10.1990 to 2008 by SSA, Farrukhabad
v) Seniority and promotion list of Sr.T.O.A general BCR 10% grade IV by SSA Level, Farrukhabad
vi) Statement of pay fixation of Km. Munni Kewal Ramani T.O LWD BCR 10% OC CGL No.1102 year 1987.
vii) Statement of pay fixation of Smt.Anish Bano T.O grade IV BCR 10% O/C LWD CGL No.1144 year 1987.
viii) Statement of pay fixation of Anokhey Lal T.O cadre BCR 10% by SSA, Farrukhabad
ix) Statement of pay fixation of Anokhey Lal T.O cadre BCR grade III.
x) PPO of Smt.Munni Kewal Ramani T.O.L.W.D

The CPIO replied on 26.6.08 stating that all the information is more than 30 years old and files have been weeded out. Not satisfied with the reply, the Applicant filed a complaint dt.7.8.08 before the CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for April 20, 2009.
3. Mr.Vijay Singh, ACPIO representing CPIO represented the Public Authority.

5. The Respondent submitted that he had provided information with regard to points (iii) to (v) and had transferred the RTI application on 23.4.08 to CPIO, BSNL Lucknow to provide the information with regard to other points directly to the Appellant. The information against points (iii) to (v) provided earlier, was again shared with the Appellant by the Respondent during the hearing. However, the Appellant stated that he is not satisfied with that information. Accordingly, the Commission directs the CPIO, BSNL, Farrukhabad to allow inspection of files by the Appellant to look for additional information with regard to points (iii) to (v) of his RTI request on a mutually convenient date within 15 days of issue of this Order and to provide him with certified copies of documents he requires.

The Commission directs the CPIO, Lucknow, BSNL to show cause why he did not respond to the Appellant within the mandatory period prescribed in the RTI Act after receiving the transferred application on 23.4.08 from CPIO, BSNL, Farrukhabad, . The information should to reach the Commission before May 20, 2009.
4. The Commission also directs the CPIO, BSNL, Lucknow to provide all the available information sought by the Appellant in the RTI request, before May 20, 2009 directly to the Appellant.
