Section 702(1) in Rules under the United Provinces Excise Act, 1910
(1)Any person desiring a licence to establish a distillery shall submit an application in Form P.D. 32 to Collector of the district in which he wishes to establish his distillery and the Collector will forward his application for the orders of the Excise Commissioner.
