Section 12(1) in Assam Panchayat (Constitution) Rules, 1995
(1)When delimitation of constituencies for election of the President of the Gaon Panchayat and Member of Gaon Panchayat, Anchalik Panchayat and Zilla Parishad is made under Rules 6, 7 and 8 of these rules, the State Election Commission shall cause to prepare list of voters for each constituency.
