(1)Any person desiring to obtain a licence to work a distillery at any place within the State of Orissa may, in response to the notice to be issued by the Commissioner, [or otherwise] [Inserted vide Orissa Gazette Extraordinary Part III/1968.] apply in writing to the Commissioner for the grant of a licence,
