(3)[ An applicant or any of the promoters of the applicant against whom an order of refusal for grant of certificate of registration has been passed by the Authority shall not, for a period of one year from such refusal, submit a fresh application to the Authority for grant of certificate of registration as a TPA.] [Substituted by Notification F.
