Section 31(3) in The Assam Co-operative Societies Act, 1949

(3)The Supreme authority of a registered society shall be vested in the General Assembly; provided that during the pendency of any loan or service from the Government or any other creditor secured at the instance of the Government, the supreme authority in respect of any matter adversely effecting the interest of the Government or the said creditor touching such loan or service shall be vested in the State Government for the Registrar, as may be provided in the bye-laws, or any person authorised by them in writing, and may extend to the appointment of officers to hold any of the offices of the society or any persons to be ex officio members of the society even if not members of the society. This Supreme authority of the Government or Registrar may also be exercised in the absence of any loan or service when the Government or Registrar as the case may be deem their intervention to be necessary in the interests of the members of the society or of the co-operative movement in general. The Government or the Registrar, as the case may be may fix the salary of any such appointed officer and declare it to be a charge on the society. They may cancel any such appointments by them.
