Section 20(1) in The Orissa District Planning Committees Rules, 2000
(1)If, at any election, an used ballot box or any other document is unlawfully taken out of the custody of the Presiding Officer or is accidentally or intentionally destroyed or lost or is damaged or tampered with to such an extent that the result of the poll at that polling station can not be ascertained, or if any such error or irregularity in procedure as is likely to vitiate the poll is committed at a polling station, the District Magistrate, on being satisfied on the report of the Presiding Officer and the Returning Officer, may declare the poll at that polling station to be void.
