Section 3(2)(c) in The Orissa Timber and Other Forest Produce Transit Rules, 1980

(c)The Collector of the district shall have the power to order the removal or any obstruction on the banks or the channels or destruction of unauthorised diversions of any river specified in Schedule I and to recover the cost thereof from the person or persons responsible for such obstruction or diversion.
