7. Guidelines.
- The Government may, at their discretion, issue guidelines and stipulate special terms and conditions in respect of grants sanctioned form time to time in favour of a State Autonomous Body. In particular, norms may be prescribed regarding imposition of a celling on non-programme items of Expenditure.Grants to other Voluntary Organisations
