Section 3(1) in The Narcotic Drugs and Psychotropic Substances (Madhya Pradesh) Rules, 1985

(1)Any approved medical practitioner desiring to possess and sell medicines containing opium on prescription shall make an application to the Collector for a licence in that behalf.
