Section 101(1)(a) in The Tamil Nadu Town Panchayats, Third Grade Municipalities, Municipalities and Corporations (Elections) Rules, 2006

(a)In case of an election under this Part, where there is only one candidate validly nominated, there shall be no ballot and the candidate shall be declared to have been duly elected.
