Section 40(2) in Jharkhand Excise (Country Liquor Manufacturing, Bottling and Storage) Rules, 2018
(2)The Excise Officer-in-Charge of the manufactory shall, after being satisfied that the cost price etc. at the stipulated rate is deposited by wholesaler/retailer, in cash or draft or pay order, allow issue of country liquor from the manufactory. In case, if wholesaler is JSBCL, the country liquor manufacturer will supply country liquor, as per the JSBCL purchase policy. When the demand from a retailer is placed to a country liquor manufacturer or wholesale licensee, they shall issue the country liquor under the cover of a transport pass/permit to the retailer in Jharkhand Excise C.S From no.-6 (appended to these rules.)
