(8)On receipt of every larger cover containing the voting paper, the Returning Officer shall immediately endorse the date and time of receipt and shall keep all such covers collected in a sealed box. The larger covers containing voting papers received after the time fixed under clause (d) of sub-rule (2) of rule 4 shall be kept in a separate packet and shall not be opened.
