Section 60(a) in Bihar Coal Mining Area Development Authority Rules, 1988
(a)In a house, by the occupier of the house, or in his default by the head of the family of the patient present in the house and in his default by any male who is or has been incharge of or in attendance on the said patient at any time during his illness.
