Section 92(5) in Jammu and Kashmir Juvenile Justice (Care and Protection of Children) Rules, 2014
(5)The Government through the Department of Social Welfare shall set up the State Advisory Board to be headed by the Minister concerned and shall consist of the Secretary of the department aforesaid, representative members from the competent authority, leading non-governmental organisations, experts in child or juvenile care, children's institution and academic institutions as members.
