Section 21(4) in Jammu and Kashmir Government Business Rules, 2008
(4)Ad hoc Committees of Ministers may be appointed by the Cabinet or by the Chief Minister for investigating and reporting to the Cabinet on such matters as may be specified and, if so authorised by the Cabinet, for taking decisions on such matters.
