Section 11(1) in The Supreme Court Legal Services Committee Regulations, 1996
(1)Any person deserving legal service for bringing or defending any action in the Supreme Court may make an application in writing in that behalf. However, if the applicant is illiterate or is not in a position to write, the Secretary or an officer of the Committee shall record his verbal submissions and obtain his thumb-impression/signature on the record and such record will be treated as his application.
