(2)When a licence to open a private market in the municipal area of a Municipality is granted or refused or is suspended or cancelled, the Chief Officer of the Municipality shall cause a notice of such grant or refusal or suspension or cancellation to be pasted in such language or languages, as he thinks necessary in some conspicuous place by or near the entrance to the place to which the notice relates.
