(1)Immediately after the commencement of this Act, the Government shall appoint any person to exercise the powers and discharge the functions of the Registrar under this Act till a Registrar is appointed in accordance with the provisions of section 11:Provided that the person so appointed shall be a professor of the University or any other University or college or officer of the Government not below the rank of Deputy Secretary to Government.
