*m01 SHRI BENNY BEHANAN (CHALAKUDY):  I would like to bring to the notice of this august House, through you, that there is an unprecedented and tragic incident that has happened in the school of Kerala where a twelve years old student had lost his life due to snake bite.  The snake was in the classroom.  After the snake bite, no medical care was provided immediately. This incident is so serious that it shocked the conscience of the school system.  The same thing is happening in many schools because in many schools, the snake is appearing in the school ground, in the classroom and in the toilets.  It is more in the tribal areas. Most of the model research schools of tribal areas are in the forests and their hostels are also in the forests.  All these buildings are in a dilapidated condition.  The State Government has already sanctioned funds to renovate the school but that is not sufficient.  So, the Central Government must also sanction sufficient funds to rebuild and protect the school buildings, school hostels and toilets because nowadays the parents of the students are afraid to send their children to that school.

*m01 SHRI RAMULU POTHUGANTI (NAGARKURNOOL): Sir, in my State of Telangana, there are 12,751 Gram Panchayats of which total Scheduled Gram Panchayats are 1281 and 100 per cent ST Gram Panchayats are 1177.  In this regard, it is stated that there are only 5833 post offices located across the State which are les when compared to other States.  So, there is an urgent need for opening up of new post offices with adequate staff viz., branch post master (BPO), post man, at each Gram Panchayat of Telangana State which do not have such posts offices. As the rural areas, particularly the Gram Panchayats do not have the banking service network system, opening of new post offices in each village will have an added advantage and the Post Man/Dak Sevak will cater to the needs of the people from all walks of life, like distribution of pension payments to each eligible person and disbursement of wages to the rural beneficiaries of MGNREGA. Opening of such post offices at each Gram Panchayat will be immensely beneficial, particularly to the old age people and sick persons who are not able to travel long distances.  Further, it will not only generate employment opportunities for the uneducated youth but also it would receive more income from the rural households in terms of opening of savings accounts, etc.        In view of the above, I would, therefore, urge upon the Union Government and the hon. Minister of Communications to accord sanction for opening post offices at the remaining Village Gram Panchayats numbering 6,918 in the State of Telangana. This will go a long way in connecting the rural people, to reach the postal services, at large. Thank you.
