Section 17(2) in The United Provinces Excise Act, 1910
(2)No distillery, [brewery or manufactory] [Substituted by U.P. Act 16 of 1997, Section 3.] shall be constructed or worked except under the authority and subject to the terms and conditions of a licence granted in that behalf by the Excise Commissioner under Section 18.
