26. Selection by the Appointing Authority.
- Subject to the provisions of rule 7,8,9 and 10 the Appointing Authority shall select candidates who stand highest in the order of merit in the list prepared under rule 25;Provided that inclusion of a candidate's name in the list confers no right to appointment unless the Appointing Authority is satisfied after such inquiry as may be considered necessary, that such candidates are suitable in all other respects for appointment to the posts concerned.
