Section 19(2) in The Shree Sai Baba Sansthan Trust (Shirdi) Act, 2004

(2)The membership of the Bhakta Mandal shall be given to a person irrespective of his caste, religion or sex:Provided that, such person has attained eighteen years of the age and is devotee of Shree Sai Baba.
