Section 21(1) in The U.P. Narcotic Drugs Rules, 1986
(1)The Collector of the district may declare any place to be warehoused wherein it shall be the duty of the owner to deposit all such poppy straw as is the produce of his cultivation. The order declaring a place to be a warehouse shall specify the arrangement for safe custody of such poppy straw warehouse and the conditions for the removal of the same for sale.
