Section 97A(a) in The Maharashtra Industrial Relations Act, 1946
(a)with the object of compelling the Central or State Government or any public servant to take or abstain from taking any particular course of action in regard to an industrial matter, where Central or State Government is not an employer in the industry concerned, or
