Section 229(1) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(1)In case of emergency the District Magistrate may provide for the execution of any work, or the doing of any act which the Zila Panchayat or Committee or joint committee thereof is empowered to execute or do, and the immediate execution or doing of which is, in his opinion, necessary for the safety or protection of the public, and may direct that the expenses of executing the work or doing the act shall be forthwith paid by the Zila Panchayat.
