The Council may make regulations not inconsistent with this Act and the rules made thereunder, for-(a)regulating the meetings of the Council and the procedure for conducting business thereat;(b)specifying the terms and conditions of service of the employees appointed by the Council;(c)regulating the manner of holding any inquiry under this Act:Provided that the regulations made under clause (b) shall be made with the prior approval of the Central Government.
