Section 20(d) in Rules for the Grant of Recognition and Aid to Elementary Schools
(d)No library books other than those included in the list of books approved by the Text Books Committee for the purpose shall be purchased or otherwise obtained for the school without obtaining the permission of the District Educational Officer concerned.
