(c)it is otherwise expedient or necessary to do so; he may, direct that the duties, powers and functions of such Bhumui Prabandhak Samiti under this Code, shall, notwithstanding anything contained in any other law for the time being in force, be discharged, exercised and performed by an officer not below the rank of a Naib-Tahsildar and for such period and subject to such restrictions as may be specified:
