Section 53(2)(a) in Visvesvaraya Technological University Act, 1994

(a)No suit, prosecution or other proceeding shall lie against any officer or other employee of the University for any act done or purported to be done under this Act or the Statutes or Regulations, without the previous sanction of the Executive Council.
