(d)The association shall, -(i)issue or maintain any periodical, except in accordance with any general or special order of Government;(ii)except with the previous sanction of the panchayat, publish any representation on behalf of its members whether in the press or otherwise;(iii)in respect of any election to a legislative body whether in India or elsewhere, or to a local authority or body, -
