(5)Selection and prioritisation of various DSM programmes in the DSM Plan shall be guided by the following factors:(a)Cost effectiveness;(b)DSM Objectives identified in Regulation 3;(c)Whether the proposed programmes supplement National level efforts adopted by the Bureau; and(d)Programmes with high visibility and therefore potential for creation of awareness within consumers
