Section 1(2) in The Orissa Zilla Parishad Act, 1991
(2)It shall extend to the whole of the State of Orissa :Provided that save as otherwise expressly contained in this Act nothing herein shall apply to any local area to which the provisions of the Orissa Municipal Act, 1950 or to any area to which the provisions of the Cantonments Act, 1924 have been, or may hereafter be extended.
