Section 7(3) in The Orissa Motor Vehicles Rules, 1993
(3)Such person shall before the expiry of the driving licence shall make application for renewal thereof upon payment of usual fees and in the manner as provided under Rule 18 of the Central Motor Vehicles Rules, 1989.
