Section 17(2) in The Orissa Statistics and Economics Service Rules, 1979
(2)No person who has not completed at least 5 years of service in the Bureau as listed in the Second Schedule on the first day of August of the year in which the vacancy arises shall be eligible for consideration for promotion.
