(a)refuses to act or becomes incapable of acting [as a member] [Word 'Vice-Chairman' first omitted by W.B. Act 19 of 1994, then the present words substituted for the words 'as Chairman or member' by W.B. Act 10 of 1999.] of the Primary School Council; or
