Section 45(3) in Punjab State Veterinary Council Rules, 1997
(3)Notwithstanding anything contained in sub-rules (1) and (2), a member of the Service may be retired by the Punjab Council earlier if he is certified to be unfit for service under the Punjab Council by the Chief Medical Officer working under the State Government.
