FACTS :
Heard today dated 12.9.2011. Appellant not present. The HPCL is represented by Shri S Srivatsan, Area Sales Manager, and Shri Rajender Lade, Manager. The aforesaid officers are heard and the records perused.
2. The matter, in short, is that HPCL had allotted a retail outlet dealership to M/s Chanda S Diwanmal in 2009 after following due procedure. The appellant herein was not one of the contenders for the outlet in question. Vide RTI application dated 17.9.2009, he had requested for inspection of the documents submitted by the allottee, that is M/s Chanda Divanmal and two others. The CPIO had sought consent of M/s Chanda Divanmal but they had not agreed to the disclosure of the documents submitted by them. Hence, vide letter dated 7.12.2009, the CPIO had declined to disclose the requested information. The same was taken by the AA in order dated 18.12.2009.
3. As noted above, the appellant was not one of the contenders for the outlet in question. He is a third party in the matter and does not appear to have any entitlement to inspect the requested documents. I, therefore, am unable to find any infirmity in the decisions of the CPIO and AA. The appeal is without merit. Dismissed.
