Section 4(b) in The Rajasthan Municipal (Subordinate and Ministerial Service) (New Pay Scales) Rules, 1973
(b)Benefit of grant of new pay scales shall be extended to the employees of a Board only when the request is received from the Board concerned duly supported by a resolution.
