Section 4(2)(iv) in The Tamil Nadu Beedi Industrial Premises (Regulation of Conditions of Work) Rules, 1959

(iv)No beedi industrial premises re-constructed or extended subsequent to the grant or renewal of a licence shall be used as a beedi industrial premises except with the written permission of the competent authority.
