Section 12(1) in The Haryana Canal and Drainage Rules, 1976
(1)Before proceedings are taken to recover the cost under Section 22 or Section 23 from a shareholder, the Divisional Canal Officer, after determining the proportionate share of cost recoverable from each shareholder shall send a notice of demand in writing to each shareholder specifying the amount recoverable from him under Section 22 or section 23, as the case may be.
