Section 38(1) in The Narcotic Drugs And Psychotropic Substances Rules, 1985
(1)Every application for a licence or for renewal thereof under the proviso to rule 35 or rule 36 or rule 37 shall be in such form and manner as may be specified by the Narcotics Commissioner.
