Section 55(1) in The Bihar Motor Vehicles Rules, 1992
(1)When any motor vehicle which is not registered in Bihar has been kept within Bihar for a period exceeding fifteen days, the owner or others persons incharge of the vehicle shall send intimation to the registering authority of the area in which the motor vehicle is kept at the time of making the report and shall intimate:-(i) his name and permanent address, and his address for the time being, (ii) the registration mark of the vehicle, (iii) the make and description of the vehicle, and (iv) in the case of a transport vehicle the name of the authority within the State by whom the permit has been issued or countersigned:Provided, that in the case of a transport vehicle covered by a permit having validity in the State, it shall only be necessary to make a report under this sub-rule upon the first occasion when a report is due.
