Section 11 in Punjab Supply and Sale of Bhang Rules, 1956
11.
Any person who is granted a wholesale and retail license shall be bound, if so desired by the Collector of the district in which he holds his licence, take over the surplus stock of the person who held the wholesale and retail licence, for the same place in the preceding year, at a price to be fixed by the Collector.
