(3)The Occupier shall endeavour to enter an agreement with the Emergency Planning Officer for the area, within whose jurisdiction the factory is situated, for the Emergency Planning Officer to take appropriate steps to inform the general public outside the factory who are likely to be affected by an accident as required in sub-rule (1).
