Section 44(4) in New Town, Kolkata Development Authority Act, 2007
(4)The Development Authority may, for any public purpose, turn, divert or temporarily or permanently close any public street or park thereof or permanently close any public square or garden :Provided that the Development Authority so closing any street, shall not do so for mere financial gain and shall be bound to provide reasonable means of access to persons occupying premises adjacent to such street.
