Section 31(1) in The U.P. Agricultural Credit Rules, 1975
(1)Every appeal under Section 12 shall be presented in the form of a memorandum setting forth concisely the grounds of objection to the order appealed against. A certificate copy or a typed attested copy of such order shall invariably be attached to the memorandum.
