(2)An application for issue or renewal of certificate of fitness shall be made in Form C.G.M.V.R.-22 (C.F.A.), to the Registering Authority or the operator of the authorised testing station in whose jurisdiction the vehicle is normally kept or whose functional area includes the major portion of the route or area to which the permit relating to the vehicle extends and shall be accompanied with a tax clearance certificate in Form C.G.M.V.R.-23 (TC.C.).
