Section 38 in The Company Secretaries (Election to the Council) Rules, 2006
38. Duties of the Returning Officer.
(1)The Returning Officer shall conduct the elections in accordance with these Rules.(2)The Returning Officer may delegate any of the duties to be performed by him as Returning Officer to any of the other Officer or Officers of the Institute, as he may deem fit.
