Section 28(1) in The Goa, Daman and Diu Land Revenue (Disposal of Government Lands) Rules, 1971
(1)Building sites (of such size as the Government may by order from time to time determine) may, on receipt of an application made in that behalf, be granted by the Collector to persons belonging to backward classes and landless persons for whom special schemes for their resettlement are undertaken by Government, without auction in occupancy rights, under section 21.
